Mr. Carlow brings over 35 years of experience in engineering and construction consulting, working with owners, contractors, developers, and their legal teams. He is widely recognized as an expert in construction planning and scheduling, forensic schedule analysis, cost and damages evaluation, issue analysis, and litigation or mediation support. His extensive portfolio spans a range of sectors, including heavy civil, commercial, airport infrastructure, hospitals, theme parks, hospitality, multi-family residential developments, and government or military projects. Throughout his career, Mr. Carlow has delivered scheduling and claims consulting services for hundreds of construction projects across the US.

Don is presently the owner of construction consulting firms in both North Carolina and Florida. These firms specialize in expert witness and advisory services focused on claims resolution, detailed cost and schedule impact analysis, litigation support, and dispute avoidance.

Service Provider

Don provides expert CPM planning and scheduling services, including third-party planning, schedule development, audits, reviews, progress evaluation, and project oversight for complex construction projects.

20+ Years

Don spent over a decade as a Senior Consultant analyzing major construction claims across North America, and another decade managing large-scale military construction projects under the BRAC and AFCEE programs for federal agencies.

Career Background

Don has led consulting and program management for public and private sectors, managed federal contracts, and overseen major remediation projects. He began his career in field inspections and environmental assessments.
